1. Call to Order
The meeting was called to order by Chair Younggren.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Public Comment
Chair Younggren asked for public comment. Hearing none.
4. Kittson County Soil and Water Sky Dahl
Dahl presented the 2025 yearend review with MPCA for the Feedlot Program. The prior year review reported 21.75 performance credits with the County receiving 29.25 performance credits for 2025.
5. Approval of Board Minutes
March 17, 2026 minutes tabled for correction.
6. Approval of Bills and Meals
Motion: To approve the bills and meals.

7. Kittson County Sheriff Matt Vig
a. In Vig’s absence Kittson County Administrator Aimee Sugden asked for consideration of the acceptance of a resignation by Brayden Fossell.
Motion: To approve acceptance of resignation.

b. Sugden then asked the Board to consider the hiring of Kayleen Kjelland to fill the dispatch position at a Grade 5, Step 3.

c. Sugden then presented a quote for approval for a CDR License from Independent Emergency Services in the amount of $4,114.43. This purchase would be paid for with 911 funds.
Motion: To approve the purchase.

8. Kittson County Highway Engineer Arthur Kukowski
Kukowski presented the following bids to be awarded:
a. Kukowski presented two bids for SAP 035-030-003 oner from Subsurface Inc for $113,800.00 and one from Vortex Services MN LLC for $199,800.00. This project is for culvert lining.
Motion: To award the project to Subsurface Inc.
Motion by: Commissioner Gillie
Second by: Commissioner Johnson
Motion carried.
b. Kukowski presented two bids for CP 35-26-100 County-Wide Regravel. Bidders were Ingeman Trucking for $191,329.28 and Davidson Construction Inc for $224,246.48.
Motion: To award the project to Ingeman Trucking.

c. Kukowski presented two bids for CP 35-26-300 Roadside Mowing. Bidders were Olson Farms and River in a Valley Farms. River in a Valley Farms was the low bidder on Zones 1-3 in the amount of $58,447.15 with Olson Farms being the low bidder on Zones 4 and 6-8 in the amount of $73,633.44.
Motion: To approve the bid for River in a Valley Zones 1-3.

d. Kukowski presented two bids for project CP 35-26-400 County Wide Striping. Sir Lines-A-Lot LLC in the amount of $96,988.53 and 3D Specialties Inc in the amount of $98,482.14. Sir Lines-A-Lot has yet to honor last year’s contract so they will be completing that project in the spring and then moving to complete this year’s.
Motion: To award the project to Sir Lines-A-Lot LLC.

e. Kukowski presented five bids for project CP 35-26-500 County Wide Crack Sealing. MP Asphalt Maintenance-$89,700.00, NWAsphalt & Maintenance-$91,942.50, Lot Pros Inc-$94,185.00, Asphalt Surface Tech-$98,670.00 and Fahmer Asphalt Sealers-$196,443.00.
Motion: To award the project to MP Asphalt Maintenance.

f. Kukowski presented one bid for project CP 35-26-600 Aggregate Production from Davidson Construction in the amount of $142,000.00.
Motion: To award the project to Davidson Construction.

g. Kukowski presented two bids for project CP 35-26-700 Maintenance Shouldering. Thygeson Construction in the amount of $130,239.00 and Davidson Construction in the amount of $143,712.00.
Motion: To award the project to Thygeson Construction.

h. Kukowski requested approval for the 2026 Equipment Rental Rates.
Motion: To approve.

i. Kukowski presented a utility permit for Enbridge Energy for approval.
Motion: To approve.

j. Kukowski presented for accept a resignation from Darvis Russell.

k. Kukowski requested approval to advertise for a Tech I or Tech II depending on experience position.
Motion: To approve.

l. Kukowski requested approval to hire Dylan Olson for a summer maintenance position at a Grade 1 Step 3.

m. Bobby Anderson presented for review the 2025 Annual Bridge Safety Inspection. Sixty regular constructions were reviewed. Seven county sites will have work orders.
9. Kittson County Administrator Aimee Sugden
a. Sugden requested approval to hire Zach Berg for the Head Custodian position at a Grade 5 Step 3.
